All that makes good sense. In these manically litigious times, manufacturing corporations most probably avert close scrutiny by stating inordinately huge tolerance limits. For example, even though all my Panasonic FM's fall within 1%-2%, the company states ± 20%. Most electro specs follow suit.
I'm unconcerned about my RIAA circuit being adversely affected, as I have some matched 1% MPP signal caps installed. These Black Gates are intended for PS DC filtering and coupling, and the proof will be in the auditioning (after lengthy forming period!). Maybe they'll win me over with immaculate sonics and dispell any lingering doubts.
Tubes are another complex issue. One aspect that is less easy to measure is tube noise (hum, hiss and buzz - HHB). You really have to install and listen.
