When relay contacts are open you should read voltage accross them. (240VAC)When the relay contacts are closed you should read 0 volts accross them.
Same for a solidstate relay.
When it is off you should read the entire voltage you are switching.
When on you should read a very low vlotage (Datasheet says max on state voltage drop 1.5V)
