I am not familiar with the Tannoy speakers from experience but I had Altec Voice of the Theaters for many years and I eventually added a small horn tweeter to augment the very high frequencies. I used a single cap (first order) at about 9kHz. The exact crossover point in your system should be determined by listening.

12 dB is a lot to pad down in the crossover. I would consider a bi-amp set-up or tri-amp so you can adjust the level at line level. If you do pad in the crossover use very good resistors.
