C221 and C209 etc, look like tantalum bead decoupling caps between power rails and ground (heavy copper areas under the pcb.)If C206 was the same, and I'd bet 5 bucks it was, it may well have burned out YEARS ago! Tants do that! Perhaps even inserted backwards - they are polarised.
In that case its absence nmay well never be noticed, The rest of the burn is probably collateral damge, as your military explain such things, and those components probably are OK since it is just surface deposits.
A schematic will clear this up, but that is what it looks like to me.
Since you have never smelled the smoke, and you would have done if it happened on your watch, it is likely that it as been liked that ever since you have owned it.
I would leave it alone, or just replace C206 wit an electrolytic.
