I would say yes, but the problem is that the speaker-level baffle step compensation may have other interactions with the driver and crossover that a line-level wouldn't achieve. However, in theory, the more a crossover can be line-level, the better, you can retain less wasted power and better speaker coupling, not to mention the loading and transfer functions are much more predictable.
