just remember that if you attach a support to the wall or ceiling which is in contact with the party wall sound will be transmitted down it.An alternative is the anti sound route....like the noise canceling head phones. If its constant barking this may be a more cost effecftive solution.
dogs barks are quite low frequency so its more difficult to solve ....there are no easy answers.
the insulated wall is a good idea, but you need to bear in mind my first point.
