Those look like '60s Brimar construction, but I'm only going by my familiarity with Brimar 6SL7. Brimar production is consistent with the phrase "Made in England"
If not Brimar...
"Made in Holland" is a phrase Philips would use, even on tubes made in the Brussels, Belgium MBLE/Philips factory. Take a look at the base, between the pins - there might be a Philips code there if it is not on the lower side of the glass.
