Some say Mazda is the best, others say it is RCA or Brimar.Of these, I had experience with RCAs and they are indeed great. I also tried different American brands, and they were all great. If I was to tell my preference, that would be hard.
Currently I am using NOS Russian 6P6S. They sound terrific, and price is such that you can buy them in bulk and do your own matching.
