What's the real story about Chinese tubes in 2007?

I know they were shaky in the early '90s when I last spent time in the tube world.
Having spent a lot of time in China and knowing how they continually strive for improvements in quality, how can they still be as bad? Fifteen years is a long time in the recent history of China.
So putting biases and your vested interests aside, how good are they really today? Which ones stand out in terms of sound and longevity from your recent experiences?
One manufacturer I spoke to not long ago said the 12AX7's he supplies with his amps sound great but only last "500 hours". Then he pointed out that he bought a huge quantity of them in the '90s and is still selling through them. Hello?
