My guess is that, at the very least, tubes were produced in Europe and then recoded or shipped to dummy factories and recoded. I can only believe that this was done to avoid duties, etc."---That is a bogus speculation. Most of the plants listed on the Philips factory codes produced in large quantities and thrived for 1-3+ decades. Philips Eindhoven had very wide production and distribution network in all parts of the world. Philips was probably the most recognized consumer electronics brand from 1950s-1970s outside US.
As it is typical of TOT or turnkey operations, internals would have been sourced from the parent company for a brief period of time and then produced locally.
