When this happens to me, I sometimes leave positive feedback with a lukewarm comment like "these NOS tubes are clearly used, but sound fine", or "item not as described, but it arrived quickly, and worked fine", etc.I'd rather not risk a negative feedback over something that may have been a mistake or misunderstanding, but do feel better being honest.
