Maybe my standards are too high...

I sold a pair of 7868s on eBay as a matched pair. They were same manufacturer, same construction, and tested to within one percent of each other. To me "matched" means within one percent. One of the other writers brings up a great point about matching mu, which would be much more difficult. However, we could probably get an approximation of that by testing at both the recommended loading ("sensitivity" on my B&Ks) and at some other sensitivity setting, and calling the mu's matched only if the deltas were very close. We wouldn't call resistors more than a percent apart matched.

If tubes match within 2-3 percent, I would call them "near match" or something like that. Anything else, I'd just list the test results and let people bid accordingly.

I ahve also seen "matched" on eBay mean same production batch, which is great if you're into cosmetics rather than sound.
