Sure it is possible, print labels from re-branders may state whatever is legal per their licence agreements. Wipe-on/wipe-off print labels should never be relied upon as final arbiter for country of mfg origin, always inspect etched codes & internal construction evidence to tell the tale. For instance, I have a 9-pin print label Telefunken with no diamond molded into the base & 3 vertical dots etched into side with code ala General Electric; most likely this particular tube of mine was actually mfg in France under Mazda/G.E. agreement to meet Philips/Telefunken contractual or inventory obligations but it was not mfg in the Telefunken plant.
