Simple power transformer current question

Is the rated current of a winding simply a statement of the maximum allowable current draw or is this the amount that will be supplied to the circuit regardless of its requirements?

Simply put, is it OK to use a transformer rated at 130mA in a circuit that only requires 90mA of current?

6.3V windings are commonly rated at 2A or more. What if less current is required for the heaters?

I know there's more to this. Please excuse my ignorance.
