Only if the manufacturer of your gear recommends it. Most preamps don't need matched tubes, although there may be some benfit to them in some cases. The matched pairs of EHs are inexpensive, so if you want to try them you can without going broke. But look in your manual and see what the manufacturer says.
"Could you also recommend a good new production 5AR4 rectifier?"
All three are good - I like them all, the Chinese and Sovtek are both really good bargains too.
