It is entirely possible that the new tubes are also brighter than yr previous tubes were / back when they were working well. The 7308 is still a frame grid triode and yrs may have a little extra microphony than usual / resonances which can make transient surface noise more noticeable.As can the state of your set-up!
Especially the arm mounting screws and the cartridge bolts? TF and antiskating, and damping if relevant. Try thre tiny balls of blutak 'tween cart and mounting, too.
IME TT suspension set-up, if relevant to your case, can play a role here too - check your levelling.
SN can and should be minimisable with good set-up.
And what's left should not be IN with the music/players but hang separately, IME to the outside / front of the sound-space.
