The hiss you hear is tube noise - the pre-amps amplifying stage comes after the volume control and your hearing residual tube noise. You need low noise tubes (high quality) to avoid this. The 'feedback' problem is at least one or more substantially microphonic tubes. Unless you have done it recently, I'd just replace your tubes.
