The price of tubes has nothing to do with politics but is supply and demand driven. Those of us who have stocked up over the years now are in good shape. When you have tubes that are very valuable like a matched quad of Tungsol 6550 black plates do you use them or watch then appreciate? That is always an issue.
Many new production tubes are very good though!
