If it does, it is so-called "Quality Sign". In early 80s Russian government set out to improve quality of consumer goods. To distinguish items that were certified as having outstanding quality, they were stamped with this "quality sign" logo. Your tubes are Saratov made by all likelihood.Did you check operating points after changing the tubes? In many cases poor sound is due to lower current through the tube, and adjusting current to its normal value by changing cathode resistor fixes the problem.
