Plates scratched are not a sign of used tubes. Pins scratched can be from a tube tester.Clear glass (not tinted or dark) and a getter flash (chrome color) without a red color or 'see thru' type discoloration (evaporation) at edges of getter flash on the glass are a sign of a new tube.
