You must mean the output tubes (not the driver) for a push pull amp?At low volume you probably have it biased so it runs more like class A such that both sides of the push pull circuit are conducting. If you were to jack up the volume you would notice a difference as you revert more toward class AB (you'd get distortion most likely).
I experienced this recently with an amp I bought that had a defective output transformer on one side of the circuit....at low volume through headphones it sounded fine but when I jacked up the volume it distorted....since only one side of the push pull circuit was working. The issue went away when I changed the tranny.
