I wouldn't say there is no correlation, but it's certainly not in lock step. I agree with you on that.In my own experience I do find tubes that test as new/near new have more life remaining than those that test near the Gm minimum. And I do find the "life" test - operating the tube at reduced heater voltages and measuring Gm is a pretty decent indicator.
It also depends on the tube type and application.
BTW, my reply above was more to mention that not all tester "numbers" are indications of emission tests, sometimes they are meter readings on true Gm testers.
