Every tester is idiosyncratic and will often test certain tube too high and other too low. A function of the particular circuit as well as some other factors. If the tubes are not shorted, put them in a circuit and listen. If you are thinking about selling them, then you should mention the values and sell "as is". In my experience, and I have a number of these tubes and have tested many, these tubes do not characteristically test low but have the reputation of not being the longest lived of 5751s. This is not only from Joe's Tube Lore, but I have also heard this from clients as well.
