You need a fresh european-made 12ax7 / Ecc83 in the screen power supply.
If you use an USA made (delayed-heater warm-up) or a worn tube, the heater supply will not self-stabilize within 15 seconds, therefore the noise.
To select a good tube, look for the ones that flash brightly when turned on. This is the norm for european tubes, because they were not made for TV sets.
You do not need to spend a fortune, a Miniwatt Ecc83 is a good choice, as are most Tungsram, India and Tesla tubes.
Also, the screen supply 6550 tube must be new and very strong.
