Your going to have one of two things..Either you have a leaky filter cap,or the regulation circuit may have a resistor or a small cap opened or changed in value. Really its a not a tough fix usually..Take your volt meter and put it on Ac volts and go across each of the filter caps..If you have more than 1 or 2 vac,like maybe 25vac and higher,you have a bad cap no doubt and that can cause the power tranny to viabrate also..Let us know.
