Question about RCA branding on other US tubes

I just got through testing about 200 5U4Gs and keeping about 60 of these. I noticed during all of this that there were a number of 5U4Gs that looked a great deal like RCA made tubes with similar to exact internals as well as the RCA "stop sign". Some of these tubes were branded G.E. and Sylvania. The codes on the G.E.s are G.E. codes and the Sylvanias have codes that could be RCA or perhaps Sylvanis (codes like "AN", "BJ", etc.). I have also encountered this phenomenon with 2A3s.

Any truth to the rumor that any tube with a stop sign is either Tung Sol or RCA? Also, does anyone know if RCA made a number of tubes for other US manufacturers? Thanks for the help.
