Maximum means most, or no more than. Your reading is well below that maximum specification & thus within specification. Also, check the polarity of your probes-to-circut: Direct Current has polarity or direction (Alternating Current does not) so the Red probe is (+) & the Black probe is (-) which corresponds to circut Common (a negative meter swing will occur if the probes were reversed in appication). BTW, some circut configurations tie the cathode with the filment; apparently yours (as is commonly seen) does not.
