Crowthorne tubes has much the same kind of stock as Billington and no minimum order.
The other way to buy/swap tubes in the London area is through the London Audiocircle. A few of us have quite large stocks of tubes - of the audiophile kind usually - and we're always ready to sell or swap a few. We've collectively bought up stocks of fellow members who've gone abroad and generally help each other and have meets at peoples houses. http://www.earthcurrents.com/london-live/
