Do I have a tube problem?

Picked up a trio of 12ax7 Electrohome tubes and noticed that when I power up my AR preamp, one of the tubes lights up very intensely for a brief second and then it subsides. The other 2 does not do this. Is this normal? Or do I have a defective tube.
Also, can someone explain to me what these testing numbers mean:
1325/1375; 1450/1325; 1400/1300?
