I can assure you that is not the case. I've bought a lot of Ei 12AX7's from tubedepot.com over the last year, and did not elect to have any extra testing. I can't find one in my collection that's "noisy" (whatever that means) or microphonic. Besides, I am positive that if there was a problem with one, they would happily replace it - regardless of whether I paid for extra testing or not. They are quick with their replies, and thoroughly professional.
The Ei bashing is also really ridiculous. They work well, sound good in my circuits, and they are cheap. What more do you want?
