I recently received my new 302b as well (with the 4 red bias led's) and had the same issue.I was told by Jolida to bias the EL34s 360mV-440mV (instead of 36-44mv as instructed in the manual). This is due to some changes in resistor values in the bias circuit. You should see the red led turn on when the bias is set to ~400mV.
