In my Border Patrol SE300B a 5687, or a 7044, or a E182CC may be used to drive the output tube; the electrical characteristics of each tube type are close. A concern might arise if the circuit was designed for a 5687 operating at a plate voltage higher than that specified for the 7044, but operating the 5687 at higher plate voltages in commercial designs is out of the ordinary, really, something I would associate with enthusiastic home builders. But, you, presumably, have a circuit designed for the 7044, and substituting the 5687 would not present the kind of issue noted; I see no good reason not to substitute a 5687, again, the electrical characteristics are so close. Do note, however, the amplification factor of the 5687 is lower than that of the 7044, and this may manifest itself in the sound you achieve as a result of substitution: in the Border Patrol, that lower amplification factor might be perceived as being a little 'laid-back', or less 'incisive', as many other owners of the Border Patrol report when using the 5687 as the driver tube; I do not find this to be so, indeed, I regard the 7044, or the E182CC, as being 'sharper', or more 'aggressive'. Finally, I would counsel contacting the manufacturer, for no-one quite knows the circuit as the manufacturer/designer.
