They look like JAN Philips or Sylvania, later production. But Richardson electronics bought the naming rights for Amperex and can label anything Amperex that they want, I believe, and technically not be doing anything wrong. If they were aquired from Richardson and being resold by the infamous asian seller, they legally are Amperex tubes eventhough Amperex never made them. Misleading and not quite moral maybe, but not necessarily illegal or dishonest.I could be totally wrong, I'm assuming alot here.
