under biased - can run out of steam at higher listening levels. You would notice distortion as you increased the gain. The amount would depend on just how far out of spec the tubes were.over biased - could cause noise, distortion decreased tube life and possibly cause some problems with the circuitry. Again, this would depend on how far the tubes are out of spec. Go too far and you may notice the plates starting to glow orange.
