Do you live where it is humid?If so, possible that some oxidation has formed inside of the tweeter..causing the moving parts of the tweeter to "scrape" slightly on the non moving parts.
Bad tweeter it sounds like to me.
It may be an OEM tweeter (original equipment mgf) or it could be a specialty item, (OEM, then modded).
RCA fan (moniker) is up on the drive components and if their is a derivative thereof. Since AN has some *capacitors they sell for over 1000.00 each US, you may want to look into www.madisound.com and match up with what you have.
You could take a picture and post it as well, etc.
**(footnote)I cannot imagine how a capacitor could cost over one thousand dollars when you can get a fully functional automotive engine for less.
