I suspect, but do not know, that it has to do with the Merenstein-Schwaid management team. They were responsible for Van's first 3 Warner Bros albums. There was apparently an unpleasant falling out (as always seems to be the case with Van's various managers). As those are the only 3 Warner Bros albums not to be remastered (and also the most potentially lucrative), the answer may lie in whatever contract Van originally signed with them and the hold up is probably due to attempts to renegotiate.
