they are trying to explain the utility of the 'Smith Chart' for calculating reflections in a wire (system) as a result of impedance miss-match.
there is also the implication that with further calculus and the chart, you can add networks to reduce that reflection...

not quite sure how applicable it is for us in HiFi...
