Mogami 3173 AES/EBU termination

I tried using the search and couldn't find an exact answer so I am posting now. I have ordered Mogami W3173 to build an AES/EBU cable. My question is there is a drain wire and an outer braided shield, should I connect both to the no 1 pin on the XLR connectors?
