Inadequate design is dangerous, and it is good to have someone with some sense looking over the designs of consumer goods.However, quality is a separate manufacturing issue. The Japanese learned from W. Edwards Deming how to manage and improve quality. No amount of inspection will compensate for manufacturing processes that induce variation.
Unfortunately, no amount of external organizational inspection (such as ISO-9000 and the like) will overcome incompetent management in even a well-organized manufacturing operation. Sony and Toyota gained international stature by aggressively improving the quality of their products, but are in danger of lapsing into the same sloppy practices that the US auto companies had in the 1970s. The recent problems with laptop batteries from Sony and the large recalls of Toyota cars are the warning signs of incompetent management.
