I would agree that the page in the pdf looks like they believe that saturation is where it's at. This is a different argument than they used to make (hysteresis). Also, they used to use much lower voltages. Perhaps they discovered that saturation is useful in addition to avoiding the "neutral" position (i.e. the equivalent of zero bias.)
